It legally indicates a no-hunting/trespassing/fishing zone in participating states. Paint marks must be readily visible to any person approaching the property and must be no more than 100 feet apart. Each mark must be at least 8" wide and at least 3 ft off the ground and no higher than 5 ft off the ground.
